Conditional Teacher Certification

Conditional Teacher Certification is issued only at the request of a local school system superintendent to an applicant employed in a local school system who does not meet all certification requirements.

Conditionally certified teachers have usually completed the required content area coursework through a bachelor's degree or higher, and are meeting the required student teaching/teaching experience while on-the-job. They may then complete the MSDE required education coursework at a number of institutions, including Anne Arundel Community College.*

A transcript evaluation completed by an MSDE certification specialist will indicate the content area coursework, education coursework and experience requirements needed to complete the certification in a specified area.

Current employees of a local school system should begin the transcript evaluation process by contacting the certification specialist in your local school system's human resources office.

Those not employed by a local school system can request an official transcript evaluation by sending an unofficial copy of all college transcripts and Praxis I scores to the Maryland State Department of Education (MSDE). Include a cover letter requesting an evaluation of transcripts for the purpose of obtaining state teacher certification in a specified area. Send the transcripts, score report and letter to:

Maryland State Department of Education
Certification Branch
200 West Baltimore Street
Baltimore, MD 21201

For information, call the MSDE Certification line at 410-767-0412.
