The Riverhawk Recovery Plan lays out a structure for the college to gradually and responsibly return to “normal” operations.

To achieve this goal, we will hold fast to the college’s values to:

  1. Ensure the health and safety of our students and workforce
  2. Meet ongoing student and employee needs
  3. Help our college community move forward
  4. Provide clear and consistent communications of current and future expectations and considerations of the impact students, employees and the community

Riverhawk Recovery Stages

The pandemic continues to unfold, and while Maryland has been successful in flattening the curve, there is concern about increases in cases or a “second wave,” especially in the winter months. For that reason, AACC will remain on its own timeline in concert with local and state directives.

Moving forward, we see the college’s recovery in a series of stages. These stages may align with our traditional terms and academic calendar, or they may not. Our intention is to remain flexible while meeting our mission and meeting the needs of our students, faculty and staff.

Stage 1

  • The vast majority of courses are online.
  • Some Health Sciences and Police Academy programs are held on campus (Florestano and CALT buildings).
  • All student services are delivered remotely.

Stage 2

  • Most courses continue to be online.
  • Some Health Sciences programs and the Police Academy continue to meet on campus.
  • Some studio art, performing arts, HCAT, ABC apprenticeship, dealer school and legal studies courses scheduled as hybrid.
  • Courses at non-AACC sites may be scheduled as allowed by those sites and with dean and vice president for Learning approval.
  • Noncredit courses may be added with president and vice presidents’ approval.
  • Arundel Mills will be open for Adult Basic Skills, English Language Learning, Physician’s Assistant and Dealer School.
  • Student services continue to operate remotely.

Stage 3

  • Most courses continue to be online.
  • Any courses/programs that have an on-campus presence through Stages 1 and 2 may offer their sections in hybrid format.
  • A maximum of 50% of composition, reading, math and other select courses are scheduled face-to-face.
  • Courses with a lab component that were not in Stage 1 or 2 may get permission to broadcast those classes from a lab while students learn from home.
  • Select courses/programs that require hands-on learning may schedule 50% of their sections in hybrid format.
  • Student services continue to operate remotely.

Stage 4

  • Most courses continue to be online.
  • Any courses/programs that have a form of on-campus presence through Stages 1, 2 and 3 may offer 50% of their sections as hybrid.
  • Up to 50% of the sections in Biology and Physical Sciences may be offered as hybrids, only:
    • Where 50% of the class is present in a lab and the other half is present via online sync.
    • Half the class attends a lab on one day of the week and the other half on another day, in concert with established time bands.
  • 50% of the sections in BPA-111, EGR-120, CTS-103, PSY-111, SOC-111, COM-111 and CTA-100 may be offered in hybrid format.
  • Student services continue to operate remotely.

Stage 5

Departments may return up to 50% of each course’s sections to on-campus status in an instructional method to be determined in a future date.

Stages beyond Stage 5 will be developed over the next few months. We ask that you continue to be patient as the Riverhawk Recovery teams work on next steps.

Employees are expected to continue to work remotely unless they are identified as necessary to support critical operations.

Steering Committee Chairs: President and Vice Presidents (PVP)

Administrative Support Personnel: Kathy Bolton, Fran Turcott and Monica Rausa-Williams

A vice president liaison(s) will be assigned to each team. Each team is responsible for making requests for purchases of equipment and supplies to the Finance and Logistics Team.

Team 1 - Planning

Chaired by John Grabowski; vice president liaison is Felicia Patterson

  • Team remains from Emergency Management Planning Team; work is primarily complete
  • The planning team has already developed a scenario-based approach wherein different sectors and numbers of the college community will return to AACC
  • Provides the framework that drives how the workforce and students may and will return to physical presence on campus
  • Monitor state and local directives and make recommendations to update the planning scenarios; this may include state and local “stop signs” per the governor’s plan
  • Respond to questions and suggestions from the teams that have planning-level impact and serve as advisory to the teams as appropriate

Team 2 - Enrollment*

Chaired by Lance Bowen and John Grabowski; Vice President liaisons Mike Gavin and Felicia Patterson

  • Develop and submit plans to PVP for enrollment projections, with consideration to AACC Online and disciplines that are vulnerable online
  • Using data and analytics' recommend strategies that should be implemented to impact enrollment with the highest return on investment, balanced with an appropriate level of effort
  • Identify and make recommendations to remove any barriers that students may experience in the recruitment, retention and completion process
  • Send recommendations to PVP based on real-time data and information
  • Operationalize strategies with appropriate individuals/teams collegewide
  • Ensure activities are not conflicting or overlapping with work of other college teams/departments (e.g., AACC Online, Admissions, Strategic Communications)
  • Monitor implementation of strategies and report out to Recovery Team - determine impact and make adjustments/changes as needed
  • Identify and recommend ways to incorporate Strategic Communications-driven campaigns into other college operations that encourage enrollment and retention
    *Any policy-level decisions should be escalated and accelerated to PVP. Those with academic implications can be addressed in an immediate fashion.
    Scheduling Team will be a Subset of the Enrollment Team
  • Create a student engagement experience focusing on high-enrollment course and student development learning outcomes

Team 3 - Health and safety protocols and PPE

Chaired by Arlene Crow; Vice President liaison Melissa Beardmore

  • Identify and communicate the procedures and protocols to ensure safety for students and employees
    • Protocols for vulnerable populations (students and employees)
    • Standards for public health practice (hygiene, physical distancing, disinfecting of high traffic areas, symptom assessment, PPE, in-person meetings/gatherings)
    • Protocols for contact tracing (whether conducted by the college or local health departments)
  • Work with appropriate teams to develop documentation and training for new standards/protocols; monitor compliance with protocols
  • All areas of the college will have to follow the procedures and protocols developed by and approved from this team
  • Develop detailed procedures for individuals with symptoms and for confirmed cases
  • Secure appropriate equipment and supplies to facilitate other teams’ plans
  • Develop social distancing requirements in offices and classrooms, and outdoors
  • Identify PPE required for students and the workforce to be on campus
  • Recommend health check requirements for the workforce and staff to the PVPs
  • Work with the Planning team to develop plans for stop signs as included in the governor’s Roadmap To Recovery plan
  • Assist other teams in logistics for their return to campus plans in each scenario

Team 4 – Finance and Logistics

Chaired by Andrew Little; Vice President liaison Melissa Beardmore

  • Continue to monitor federal and state disbursements
  • Develop and submit plans to PVP that provide for financial modeling of the different scenarios
  • Recommend changes to fiscal policies in support of scenarios and to support student success
  • Liaise with the Enrollment and Scheduling team to consider the fiscal impact of decisions made with regard to social distancing requirements

Team 5 – Coordinating Academic Program and Courses’ Return to Campus

Chaired by Mike Gavin

  • Identifying and recommending hours for campus buildings to be open to allow for students to succeed
  • Recommending to PVP which labs and studios may come back to campus at particular dates based on the global look at which courses/programs will be entering different college spaces at particular times of day/night
    • Identifying which rooms on campus will be used for courses/labs and communicate those rooms to team 3
    • Creating a schedule that ensures social distancing in classrooms, buildings, bathrooms, hallways, stairways and other spaces
    • Identifying what PPE will be required given the discipline’s outcomes and practices
  • Work with VPL on faculty/staff loading and any fiscal implications that social distancing may accrue
  • Funnel requests for PPE to team 3 for approval and purchase
  • Record best practices for social distancing and student engagement that incorporate guidelines from the Health and Safety Protocols team to be used by all faculty and staff
  • Collaborate with team 3 to develop necessary contact tracing protocols for faculty and staff
  • Collaborate with team 3 to ensure buildings are staffed according the college policies

Team 6 - Student Services*

Chaired by Bonnie Garrett; Vice President liaison Felicia Patterson

  • Develop protocols for providing consistent student support services across the college
  • Develop and recommend student services policies, procedures and guidelines necessary for the promotion of a healthy campus to include physical and mental health for all students
  • Create student engagement plan for outside of the classroom that incorporates Health and Safety Protocols
  • Develop an athletics action plan in support of phased-in return-to-play scenarios in partnership with teams 3 and 9
  • Proactively seek and incorporate student feedback into policies, procedures, protocols and/or guidelines

Team 7 - Legal Issues

Chaired by Erin Parker and Dawn Lindsay, Vice President liaison Melissa Beardmore

  • Review teams’ plans to identify and mitigate liability issues with scenarios

Team 8 - Workplace Procedures and Environment

Chaired by Suzanne Boyer; Vice President liaison Melissa Beardmore

  • Incorporate guidelines from the Health and Safety Protocols team and develop procedures and guidelines in support of the return-to-work scenarios for all employees
  • Confirm the college’s list of essential functions
  • Incorporate guidelines from the Health and Safety Protocols team and develop/publish protocols for:
    • Symptom monitoring
    • Phased staffing and staffing options
    • Employee emotional and mental well-being
    • Building access
  • Create and publish a manual with appropriate guidance for employees and supervisors in partnership with teams 3 and 8

Team 9 - Communications

Chaired by Dan Baum; Vice President liaison Melissa Beardmore

  • Work with policy group to establish communications expectations and protocols within the Recovery Team and between different subteams
  • Provide clear and consistent communications to the college community that support the recovery goals and values
  • Support the work of the other teams by developing robust communication plans for the various audiences and assist other teams with communications to various audiences
  • Proactively anticipate public relations issues and communicate them to the PVP group
  • Monitor social media and work with traditional media as needed

*These teams will need a technology member.
