Thank you for your interest in doing business with Anne Arundel Community College (AACC). The AACC Purchasing department is responsible for the procurement of all equipment, services, materials and supplies used by the college.
Individual departments or employees are not authorized to enter into purchase contracts or in any way to obligate the college for procurement indebtedness without a signed purchase order or an approved procurement card (P-Card) transaction.
In accordance with the Annotated Code of Maryland and Code of Maryland Regulations (COMAR), AACC conducts an open, competitive purchasing process.
Depending on the dollar value of the purchase, this process can be done by a Request for Quotes, Request for Bids/Proposals. When responding to one of these solicitations, the vendor is responsible for completing the requested information on the forms provided in the solicitation and returning it to the Purchasing and Contracting Department within the time frame given. Late or improperly delivered responses will not be considered. Information about college solicitations can be obtained directly from eMaryland Marketplace at https://emaryland.buyspeed.com/bso/.
Copies of current solicitations can be obtained from eMaryland Marketplace (EMM).
Vendors are encouraged to register with EMM. It should be noted that registering with EMM does not guarantee that a firm will be awarded a bid or receive any college business.
Prospective bidders or offerors are solely responsible for obtaining any addendums which are issued from EMM. All addenda will be posted on EMM. Addenda to solicitations often occur shortly prior to bid or proposal opening (sometimes within as little as 48 hours). It is the potential contractor's responsibility to frequently visit EMM to obtain addenda.
The college reserves the right to reject any and all bids or proposals, and to award a contract in its entirety, or in part, whichever is in the best interest of the college.
Unless otherwise noted on the purchase order, all deliveries must be made directly to Central Receiving in the Central Services Building. Contact Central Receiving at 410-777-2477 for hours. AACC will not accept liability for goods ordered and/or delivered to AACC without an approved college purchase order or an approved procurement card (P-Card) transaction.
Invoices must be sent directly to Disbursements at firstname.lastname@example.org and include the AACC purchase order number. Payment terms are N/30. The Disbursement department is located in the Resource Management Building (RESM).

Anne Arundel Community College is exempt from Maryland Retail sales Tax and Federal Excise Tax. A tax exemption certificate is available upon request.
