Addictions Counseling Agreement

PROGRAM ARTICULATION AGREEMENT
between
Anne Arundel Community College and Salisbury University
Associate of Applied Science Degree in Addictions Counseling
to Bachelor of Science in Social Work
August 2019 through August 2024 

This Program Articulation Agreement (“Agreement”), dated this 20th day of April 2020, is by and between Anne Arundel Community College, a community college located in Arnold, Maryland, and Salisbury University, a constituent institution of the University System of Maryland (collectively, the “Parties” or “Institutions”). This Agreement sets forth the joint curricula and program requirements for the completion of the Associate of Applied Science in Addictions Counseling from Anne Arundel Community College and the Bachelor of Science in Social Work at Salisbury University.

RECITALS 

Whereas, Anne Arundel Community College and Salisbury University are committed to aligning curriculum to the expand educational opportunities and collaborative academic programming of their respective institutions; and

Whereas, the two Institutions are committed to providing a smooth transition for students wishing to earn an associate degree and a baccalaureate degree; and

Whereas, the intent of the Institutions is to avoid duplication of curricula, where appropriate, within articulated programs of studies; and

Whereas, the Institutions agree that the educational growth of students and the economic development of the community is better served through cooperative educational planning and optimal utilization of community resources.

Therefore, this Agreement commits the Parties to full support of an articulation process to deliver coursework for students, resulting in the associate of applied science degree from Anne Arundel Community College and credit toward the Bachelor of Science in Social Work at Salisbury University. The Parties agree to the following:

I. ACADEMIC REQUIREMENTS

A. The Institutions agree to follow the joint program curriculum and course by course articulation delineated in Appendix 1, which is attached hereto and made a part of this Agreement.

B. Both Institutions will cooperate toward developing, disseminating, and presenting the articulated program information to students.

C. Students who have graduated from Anne Arundel Community College with an Associate degree of Applied Science in Addictions Counseling must first apply to Salisbury University. Once a completed admissions application is received, Anne Arundel Community College graduates who have completed their associate’s degree in Addictions Counseling, with a cumulative grade point average of 2.0 or higher will be granted admission to Salisbury University as a Social Work major.

D. All articulated course credits applied towards satisfying a Bachelor of Science in Social Work major requirements earned at Anne Arundel Community College with a C or better will be accepted for transfer according to the articulation matrix in Appendix 1.

E. Salisbury University shall provide a Checklist for students as a planning tool for completing necessary coursework required for the Bachelor of Science in Social Work major in Appendix 2, attached hereto and made a part of this Agreement.

F. Students intending to transfer to Salisbury University should apply for admission by the priority deadline for the semester for which they intend to enroll.

G. Students are subject to all specific policies pertaining to students admitted to the Salisbury University baccalaureate degree program in Bachelor of Science in Social Work.

II. TERM

A. The term of this Articulation Agreement commences as of the date set forth in the introductory paragraph of this Agreement. This Agreement is based on the present curricula contained in this document and its incorporated appendices, and is effective for a five-year period from August 2019 to August 2024.

B. Either party may terminate this Agreement with notice to the other Party, pursuant to Section III.G below. Upon termination or expiration of this Agreement, the Parties shall develop a process that will reasonably allow students admitted to and enrolled in joint programming to continue their studies. Any student who is enrolled at the time of termination shall be able to continue and during that time the obligations of the institutions shall continue if required. 

III. GENERAL PROVISIONS

A. Each Institution is responsible for the administration of its respective courses, including content, requirements, faculty and student services (to include, but not limited to, admissions, financial aid, class registration, etc.).

B. When enrolled in a Salisbury University course, the student is subject to all policies and procedures applicable to Salisbury University students. When enrolled in an Anne Arundel Community College course, a student is subject to all policies and procedures applicable to Anne Arundel Community College students. Additional joint policies and procedures may be adopted and implemented at the discretion of both Parties.

C. The Parties recognize that course scheduling beyond the associate’s degree level resides exclusively with Salisbury University and will be coordinated with Anne Arundel Community College by the designated Salisbury University representative.

D. The disclosure of information about individual students is limited by the federal Family Educational Rights and Privacy Act (FERPA). The Parties agree that release of student educational records to the other Party is conditioned upon the submission of a signed agreement by the student authorizing such release.

E. The Parties shall publicize this Articulation Agreement on their respective websites, and other materials as appropriate. Notwithstanding the foregoing, neither Party may use the names or marks of the other without the prior approval of the other Party.

F. The Parties shall inform students in their respective programs of the complementary program opportunities available at each other’s respective institution, support each other’s marketing efforts toward the same, and encourage such students to apply to programs consistent with an individual student’s interests.

G. Notwithstanding anything in this Agreement to the contrary, both Parties retain full authority over their respective courses, programs, and requirements. Both Parties reserve the right to make changes to their respective courses, programs, and requirements. However, each Party shall give to the other reasonable notice and details of changes to this articulation Agreement and other changes in its courses, programs, and requirements that may affect this Agreement. Further, neither Party will terminate this Agreement at a time that would deter a “cohort-in-progress” from completing graduation within the originally designated timeframe.

I. The designated representatives shall meet as needed, at a mutually agreeable time and location, to discuss various collaborations and other topics of interest to either Institution. A Party may change its representative by giving notice to the other party.

J. Either institution may at any time recommend changes to this Agreement. Both Institutions reserve the right to modify the programs as deemed necessary and agree to inform the appropriate representatives of the other Institution of recommended changes. This Agreement may be modified only by a writing signed by both parties.

K. All notices under this Agreement must be in writing; delivered in person, by U.S. mail or by email.

L. Nothing in this Agreement is intended to form a joint venture between the Parties. Nothing in this Agreement is intended to create rights or benefits for any person or entity other than the Parties.

M. This Agreement integrates the entire agreement of the Parties and supersedes any and all prior and/or contemporaneous agreements between the Parties, written or oral, with respect to the subject matter of this Agreement.

This Program Articulation Agreement (“Agreement”), dated this 18th day of August 2020, is by and between Anne Arundel Community College, a community college located in Arnold, Maryland, and Salisbury University, a constituent institution of the University System of Maryland (collectively, the “Parties” or “Institutions”). This Agreement sets forth the joint curricula and program requirements for the completion of the Associate of Applied Science in Entrepreneurship from Anne Arundel Community College and the Bachelor of Science in Management at Salisbury University.

RECITALS 

Whereas, Anne Arundel Community College and Salisbury University are committed to partnering to expand the educational opportunities and collaborative academic programming of their respective institutions; and 

Whereas, the two Institutions are committed to providing a smooth transition for students wishing to earn an associate of arts degree and a baccalaureate degree; and 

Whereas, the intent of the Institutions is to avoid duplication of curricula, where appropriate, within articulated programs of studies; and 

Whereas, the Institutions agree that the educational growth of students and the economic development of the community is better served through cooperative educational planning and optimal utilization of community resources. 

Therefore, this Agreement commits the Parties to full support of an articulation process to deliver coursework for students, resulting in the associate of arts degree from Anne Arundel Community College and credit toward the Bachelor of Science in Management at Salisbury University. The Parties agree to the following:

E. Students intending to transfer to Salisbury University should apply for admission by the priority deadline for the semester for which they intend to enroll.

F. Students admitted to the Salisbury University baccalaureate degree program in Bachelor of Fine Arts in Art, Graphic Design Track are subject to the institution’s policies pertaining to students. 

II. TERM

A. The term of this Articulation Agreement commences as of the date set forth in the introductory paragraph of this Agreement. This Agreement is based on the present curricula contained in this document and its incorporated appendices, and is effective for a five-year period from September 2021 to August 2026, after which the Agreement will automatically renew for one-year periods unless terminated by one of the Parties.

B. Either party may terminate this Agreement with written notice to the other Party. Termination or expiration of this Agreement will not affect a student’s ability to continue and complete their studies.

A. Each Institution is responsible for the administration of its respective courses, including content, requirements, faculty and student services (to include, but not limited to, admissions, financial aid, class registration, etc.).

N. This Agreement shall be enforced only in a court of competent jurisdiction within the State of Maryland. This Agreement, and all claims arising out of or relating to this Agreement, whether sounding in contract, tort, or otherwise shall be governed in all respects by the laws of Maryland, without reference to its conflicts of law

O. This Agreement may be executed in any number of counterparts, each of which, when so executed and delivered, will be deemed an original, and all of which will constitute one and the same agreement. This Agreement may be executed electronically. If signing electronically, the signatory for each Party acknowledges and agrees that by physically signing and returning the signed Agreement electronically or applying an electronic signature, the signatory for each Party consents to signing this Agreement electronically with an intent to be bound by its terms. The signatory for each Party agrees that the electronic signature appearing on this Agreement is the same as a handwritten signature for purposes of validity, enforceability, and admissibility. The signatory for each Party understands that if the signatory does not wish to sign electronically, the signatory may print and sign this Agreement and return it to the other Party. A copy of the Agreement will be sent to the other Party after execution.

Therefore, this Agreement commits the Parties to full support of an articulation process to deliver coursework for students, resulting in the Associate of Arts in Visual Arts Transfer-Graphic and Web Design from Anne Arundel Community College and credit toward the Bachelor of Fine Arts in Art, Graphic Design Track at Salisbury University. The Parties agree to the following:

I. ACADEMIC REQUIREMENTS

A. The Institutions agree to follow the joint program curriculum and course-by-course articulation delineated in Appendix 1, which is attached hereto and made a part of this Agreement.

B. The Institutions will cooperate toward developing, disseminating, and presenting the articulated program information to students.

C. Students who have graduated from Anne Arundel Community College with an Associate of Arts in Visual Arts Transfer- Graphic and Web Design must first apply for admission to Salisbury University. Once a completed admissions application is received, Anne Arundel Community College graduates who have completed the associate’s degree in Visual Arts Transfer- Graphic and Web Design, with a cumulative grade point average of 2.0 or higher will be granted admission to Salisbury University as an Art, Graphic Design Track major.

D. Salisbury University will accept the credits earned at Anne Arundel Community College which satisfy the Bachelor of Fine Arts in Art, Graphic Design Track major requirements if the student has earned a grade of C or better in the courses eligible for transfer, as set forth in the Articulation Pathway set forth in Appendix 1.

E. Students intending to transfer to Salisbury University should apply for admission by the priority deadline for the semester for which they intend to enroll.

F. Students admitted to the Salisbury University baccalaureate degree program in Bachelor of Fine Arts in Art, Graphic Design Track are subject to the institution’s policies pertaining to students. 

II. TERM

A. The term of this Articulation Agreement commences as of the date set forth in the introductory paragraph of this Agreement. This Agreement is based on the present curricula contained in this document and its incorporated appendices, and is effective for a five-year period from September 2021 to August 2026, after which the Agreement will automatically renew for one-year periods unless terminated by one of the Parties.

B. Either party may terminate this Agreement with written notice to the other Party. Termination or expiration of this Agreement will not affect a student’s ability to continue and complete their studies.

III. GENERAL PROVISIONS

A. Each Institution is responsible for the administration of its respective courses, including content, requirements, faculty and student services (to include, but not limited to, admissions, financial aid, class registration, etc.).

B. When enrolled in a Salisbury University course, the student is subject to all policies and procedures applicable to Salisbury University students. When enrolled in an Anne Arundel Community College course, a student is subject to all policies and procedures applicable to Anne Arundel Community College students. Additional joint policies and procedures may be adopted and implemented at the discretion of both Parties.

C. The Parties recognize that course scheduling beyond the associate’s degree level resides exclusively with Salisbury University and will be coordinated with Anne Arundel Community College by the designated Salisbury University representative.

D. The disclosure of information about individual students is limited by the federal Family Educational Rights and Privacy Act (FERPA). The Parties agree that release of student educational records to the other Party is conditioned upon the submission of a signed agreement by the student authorizing such release, unless an exception to FERPA applies.

E. The Parties shall publicize this Articulation Agreement on their respective websites, and other materials as appropriate. Notwithstanding the foregoing, neither Party may use the names or marks of the other without the prior written approval of the other Party.

F. The Parties shall inform students in their respective programs of the complementary program opportunities available at each other’s respective Institution, support each other’s marketing efforts toward the same, and encourage such students to apply to programs consistent with an individual student’s interests.

G. Notwithstanding anything in this Agreement to the contrary, the Parties retain full authority over their respective courses, programs, and requirements, and reserve the right to make changes to their respective courses, programs, and requirements. However, each Party shall provide reasonable notice and details of any such changes in its courses, programs, and requirements that may affect this Agreement.

This Agreement may be executed in any number of counterparts, each of which, when so executed and delivered, will be deemed an original, and all of which will constitute one and the same agreement. This Agreement may be executed electronically. If signing electronically, the signatory for each Party acknowledges and agrees that by physically signing and returning the signed Agreement electronically or applying an electronic signature, the signatory for each Party consents to signing this Agreement electronically with an intent to be bound by its terms. The signatory for each Party agrees that the electronic signature appearing on this Agreement is the same as a handwritten signature for purposes of validity, enforceability, and admissibility. The signatory for each Party understands that if the signatory does not wish to sign electronically, the signatory may print and sign this Agreement and return it to the other Party. A copy of the Agreement will be sent to the other Party after execution.

PROGRAM ARTICULATION AGREEMENT

This Program Articulation Agreement (“Agreement”), dated this 20th day of April 2020, is by and between Anne Arundel Community College, a community college located in Arnold, Maryland, and Salisbury University, a constituent institution of the University System of Maryland (collectively, the “Parties” or “Institutions”). This Agreement sets forth the joint curricula and program requirements for the completion of the Associate of Applied Science in Human Services from Anne Arundel Community College and the Bachelor of Science in Social Work at Salisbury University.

RECITALS

Whereas, Anne Arundel Community College and Salisbury University are committed to aligning curriculum to the expand educational opportunities and collaborative academic programming of their respective institutions; and

Whereas, the two Institutions are committed to providing a smooth transition for students wishing to earn an associate degree and a baccalaureate degree; and

Whereas, the intent of the Institutions is to avoid duplication of curricula, where appropriate, within articulated programs of studies; and

Whereas, the Institutions agree that the educational growth of students and the economic development of the community is better served through cooperative educational planning and optimal utilization of community resources.

Therefore, this Agreement commits the Parties to full support of an articulation process to deliver coursework for students, resulting in the associate of applied science degree in Human Services from Anne Arundel Community College and credit toward the Bachelor of Science in Social Work at Salisbury University. The Parties agree to the following:

G. Students are subject to all specific policies pertaining to students admitted to the Salisbury University baccalaureate degree program in Bachelor of Science in Social Work.

B. Students and advisors are encouraged to utilize a variety of advising resources including the Appendix 1, the Parties’ respective catalogs, the Parties’ respective departmental websites, and the transfer database system known as ARTSYS to ascertain transferability of coursework.

C. Following admission to Salisbury University, Salisbury University will provide AACC students with numerous advising tools, including but not limited to a Transfer Credit Report and a Degree Audit detailing prior coursework transferability and applicability to Salisbury University’s general education, prerequisites, and major requirements.

D. Students are encouraged to meet with an academic advisor from Salisbury University prior to matriculation to review prior coursework, discuss academic interests and goals, and register for the upcoming semester.

E. Salisbury University will assign Anne Arundel Community College students with an academic advisor in their area of study to develop an individualized degree plan for completion of all general education, graduation and major requirements in accordance with Salisbury University’s catalog.

III. REPORTS, DATA AND INFORMATION

A. Salisbury University will provide a transfer report to Anne Arundel Community College on an annual basis.

B. Transfer reports will include data on Anne Arundel Community College transfer students that are currently enrolled at Salisbury University, including but not limited to, student demographics, number of credits transferred, program of study, scholarship awardees, number of conferred bachelor’s degrees, and other pertinent information.

IV. PUBLICITY AND PROMOTION

A. During the term of this Agreement, the Salisbury University and Anne Arundel Community College will develop a marketing and student recruitment plan to promote this Agreement and the Salisbury University baccalaureate degree program in Bachelor of Science in Psychology.

B. Any and all marketing, promotional or publication materials developed by one Party must be reviewed and approved in writing by the other Party prior to use of any such materials.

C. The Parties shall inform students in their respective programs of the complementary program opportunities available at each other’s respective institution, support each other’s marketing efforts toward the same, and encourage such students to apply to programs consistent with an individual student’s interests.

D. The Parties shall publicize any joint offerings in their respective catalogs, website, and other materials as appropriate. Notwithstanding the foregoing, neither Party may use the names or marks of the other without the prior approval of the other Party.

E. Trademark

i. Each Party grants to the other a royalty-free, non-exclusive, non-transferable revocable license to use its name, logos, and other trademarks for limited purpose of this Agreement, with the prior express written permission of the other Party.

ii. Except as specifically authorized in this Agreement, neither Party shall use the name, logos or trademarks of the other or the name or likeness of any employee or officer of the other Party in connection with any product, service, promotion, news, release or other publicity without the prior written permission of the other Party and, if necessary, of the individual whose name or likeness may be under consideration.

iii. All uses of Anne Arundel Community College’s trademarks shall comply with Anne Arundel Community College’s guidelines for the use of its trademarks, which will be provided upon request.

The designated representatives shall meet as needed, at a mutually agreeable time and location, to discuss various collaborations and other topics of interest to either Institution. A Party may change its representative by giving written notice to the other party.

VI. TERM

A. The initial term of the Agreement shall be for a period of five (5) years, commencing on the Effective Date, unless terminated by either party as set forth below.

B. This Agreement is based on the present curricula contained in this document and its appendices, and is effective for a five-year period from August 1, 2024 to July 30, 2029.

C. Either party may terminate this Agreement by providing ninety (90) days’ written notice to the other Party.

a. During the notice period the parties may discuss continuation of a formal relationship.

b. In the event of termination by either Party, transfer credits accepted by Salisbury University prior to the termination date for Anne Arundel Community College students will not be impacted and students currently enrolled in a program at Salisbury University at the time of termination will be permitted to complete the program as set forth in the applicable policies and procedures for each Party.

c. The Parties shall meet, at least annually, to review changes in curriculum, programs and credential requirements for the purpose of determining whether or if the Agreement should be amended.

d. Should either Party make changes to program requirements, the Party will inform the other Party immediately.

VII. NOTICE OF AGREEMENT

A. Anne Arundel Community College will provide a copy of this Agreement, with any amendments, to the Maryland Higher Education Commission.

B. The Parties agree to provide copies of this Agreement to all relevant individuals and departments, including but not limited to students, academic department chairs participating in the transfer, offices of the president, registrar’s offices, and financial aid offices.

C. If updates to this Agreement are necessary, the Parties will amend this Agreement, and Anne Arundel Community College will forward the amended Agreement to the Maryland Higher Education Commission.

VIII. GENERAL PROVISIONS 

A. Each Institution is responsible for the administration of its respective courses, including content, requirements, faculty and student services (to include, but not limited to, admissions, financial aid, class registration, etc.).

B. When enrolled in a Salisbury University course, the student is subject to all policies and procedures applicable to Salisbury University students. When enrolled in Anne Arundel Community College course, a student is subject to all policies and procedures applicable to Anne Arundel Community College students. Additional joint policies and procedures may be adopted and implemented at the discretion of both Parties.

C. The Parties recognize that course scheduling beyond the associate’s degree level resides exclusively with Salisbury University and will be coordinated with Anne Arundel Community College by the designated Salisbury University representative. Where academic calendars differ, the partners will work together to coordinate class offerings and class schedules.

D. The disclosure of information about individual students is limited by the federal Family Educational Rights and Privacy Act (FERPA). The Parties agree that release of student educational records to the other Party is conditioned upon the submission of a signed agreement by the student authorizing such release.

E. Notwithstanding anything in this Agreement to the contrary, both Parties retain full authority over their respective courses, programs, and requirements. Both Parties reserve the right to make changes to their respective courses, programs, and requirements. However, each Party shall give to the other reasonable notice and details of changes to this articulation Agreement and other changes in its courses, programs, and requirements that may affect this Agreement. Further, neither Party will terminate this Agreement at a time that would deter a “cohort-in-progress” from completing graduation within the originally designated timeframe.

F. Amendments. Either institution may at any time recommend changes to this Agreement. Both Institutions reserve the right to modify the programs as deemed necessary and agree to inform the appropriate representatives of the other Institution of recommended changes. This Agreement may be modified only by a writing signed by both parties.

G. Non-Waiver. The failure of either Party to insist, in any one or more instances, on the performance of any of the terms, covenants, or conditions of this Agreement, or to exercise any of its rights, shall not be construed as a waiver or relinquishment of such term, covenant, condition or right with respect to further performance.

H. No Third-Party Beneficiaries. There are no third-party beneficiaries to this Agreement.

I. Severability. Each provision of this Agreement shall be deemed to be a separate, severable and independently enforceable provision. The invalidity or breach of any provisions shall not cause the invalidity or breach of the remaining provisions hereof.

J. Applicable Law. This Agreement shall be governed in accordance with the laws of the State of Maryland. Any legal proceedings brought pursuant to this Agreement shall be brought only in the state courts of Maryland.

K. No Partnership or Joint Venture. Nothing in this Agreement is intended to form a joint venture between the Parties. Nothing in this MOU is intended to create rights or benefits for any person or entity other than the Parties.

L. Entire Understanding. This Agreement integrates the entire agreement of the Parties and supersedes any and all prior and/or contemporaneous agreements between the Parties, written or oral, with respect to the subject matter of this Agreement.

M. Notices. Any notice or communication permitted or required between the Parties under this Agreement shall be in writing and given by hand delivery, delivery by United States mail, email, or delivery by commercial overnight carrier. Notice shall be effective upon receipt to the person to whom it was addressed or three (3) days after notice was sent, whichever is earlier. Notices shall be provided to the individuals listed below. Either Party may change the notice address set forth in this Agreement by providing notice to the other Party.

N. Counterparts and Electronic Signatures. This Agreement may be executed in one or more counterparts. Each counterpart will be an original, but all such counterparts will constitute a single instrument. This Agreement may be electronically or digitally signed or scanned, and any electronic or digital signatures appearing on this Agreement are the same as handwritten signatures for the purposes of validity, enforceability, and admissibility, upon exchange of signature pages.

The guide demonstrates how students can meet both requirements for the A.A. and seamless transfer to Salisbury University. 

Transfer Students 
All students transferring to Salisbury University with an Associate of Arts (A.A.), Associate of Arts in Teaching (A.A.T.) or an Associate of Science (A.S.) from a Maryland community college will fully satisfy SU’s General Education requirements.

Anne Arundel Program Description and Special Considerations 
A degree in psychology is a traditional and well-established major offered at almost all universities across the country. This area of concentration prepares students for continuation to a BS/BA in Psychology. Anne Arundel Community College can readily supply the initial core class requirements for such degrees. In addition, this concentration can prepare students for employment in any number of fields that engage the social sciences. The degree can lead to a variety of professions - from the social sciences to business and beyond. This concentration provides essential content to understand the psychological constructs of human behavior including psychological theories on biological, behavioral, environmental, and cognitive factors that influence human development, human relationships, and sociocultural perspectives. Ultimately, students within this area of concentration will have a comprehensive picture of the opportunities psychology offers as a field of study and a career, and will also come to a greater understanding of themselves and their personal motivations.

Salisbury University Program Description and Special Considerations 
The Department of Psychology offers a program leading to a Bachelors of Arts in psychology, providing the knowledge and skills necessary to pursue study in psychology beyond the B.A., or to obtain employment in liberal arts or human services fields. Further, the department serves non-majors fulfilling General Education, minor or other program requirements.

The Department of Psychology encourages a broad-based liberal arts background for all majors. The psychology curriculum focuses on the scientific method and its use in psychological research; examines research literature in areas such as developmental, physiological and social psychology; and helps students communicate psychological information effectively.

Students must:

  • Complete 10 courses, including one that meets the psychology major diversity requirement, with minimum grades of C in each course.
  • Complete at least 5 courses at SU.
  • Demonstrate 102-level proficiency in a foreign language.

Transfer students majoring in psychology must complete a minimum of 5 psychology courses with grades of C or better at Salisbury University.

Either PSYC 200 or PSYC 250 may count toward major requirements, but not both.

University Undergraduate Major Policies 

  • Refer to the program page for this major and the Courses section of this catalog for approved prerequisites and General Education courses.
  • Program requirements may not equal 120 credit hours. Students must register for additional electives to complete 120 credits required for graduation.
  • All graduates must have a minimum of 30 credits of 300/400-level courses with C grade or above; at least 15 of those credits must be taken at SU.
  • Students must have a minimum cumulative GPA of 2.0 for graduation.
  • Students must complete at least 30 credit hours by direct classroom instruction and/or laboratory experience.
